A bad vacuum modulator can cause your problem. It is an inexpensive item and easily changed out. They can leak (vacuum) internally and externally. Google it (C4 vacuum modulator). There are pictures and several discussions out there about it.

Some other items to check. Plug wires? Especially the cap to coil wire. Is the rotor turning when attempting to start (check with cap off)? Could be a stripped distributor gear or sheared gear pin.

My '79 pickup has a '85 300 in it. The head is still '79. I used new '95 exhaust manifolds. I'm doing the same set up you're considering. The difference is the inclusion/placement of threaded holes for oxygen sensors. I had to "trim" a little off the front manifold to clear the Offy intake...

Standard Products show that their DG15 is for Ford 300 up to 1984 (this has 15 teeth). Their DG16 is for 1985 and newer (this has 16 teeth) and some pre Duraspark I6 Ford 300.
