Sorry, I missed the last part of your questions.
"is there any noticable hp gains by using a 250 head?"
The answer is no, BUT- If you were to put a properly "modified" D7 or later head on a '65 or '66 200 with a C5 or C6 head, then the answer is YES!!! Stock the late model 200/250 head will give you bigger intake valves, larger intake tract volume, Hardened valve seats, and a larger carb hole.
Properly modified means;
*milled to reduce chamber volume to CR goal of at least 9:1.
*Three angle valve job,
*back cut intake valves,
*modify log to accept a direct mount two barrel carb.
*install exhaust port divider.
Given these changes with a well tuned carb and exhaust and a matched cam and ignition you will know the difference.
