Check this out. This is how they permanently disable an engine in a car turned in on the CARS program.
Basically equivalent to running an engine full of sand, grinds the guts out of it in some cases destroying the core beyond the point of rebuiding.

Rather wasteful as the parts could be used to keep something else on the road for a few years, or sent to a school as learing aids.
Generally an old car that is not driven much, does not pollute as much, or use as much energy, as the processes involved in making a new car.
