All Small Six Is It Normal to have this carbon buildup on my starter?

Hey guys. I yanked my starter off to replace it as it was going bad on me and I found all this carbon on it. Is this normal? Is this indicative of some bad seals and gaskets in the engine? Do I need to get it rebuilt?

Looks ok Just a bit of road grime.

If its a stick shift car, that appears to be clutch dust.
