where can i buy an offenhauser linkage set? or is it possible to build one

Not so sure about buying the linkage separately but the whole nine yards can be found HERE

I don’t see why you could not fabricate one.
A little initiative

yeah, i looked there already, i have the intake, i guess ill just make one

One of the guys here did a real handsome linkage with Heim joints and all-thread. He did some trick bending and it came out gorgeously. Maybe you can find it with a search.
