SCV Diaphram as a Vacuum leak

I was inspecting a new SCV diaphram. I noticed how there were holes around the threaded base of the diaphram as well as in the hole in the carb casting where the thing screws in. I wonder, even if the SCV port is plugged, could air be getting in via the diaphram? Could this be the source of my leak?

Try waving an unlit propane torch around it, & see if there's a difference in the idle.
