timing cover seal?

here is maybe a dumb question but does the timing cover seal really go painted end inward towards the cover or vise versa? if it is the first ,not really designed to be removed installed very easy.I know it goes by the lip .when looking in the motors manual it says to check that spring is intact after installing cover on motor .don't no how this would be visible if done the first way?

Crank seal is installed with open side toward block and smooth (painted?) side facing out. Motors manual probbaly is inferring to take a peek at the Crank seal while installing tming cover with the seal already in it and make sure it wasnt distorted .
