too much carbon output...help

I recently took my car to emissions and the car did pass. When i looked over the results the car it passed pretty good on 2 of the 4 requirements. The 3rd was Hydrocarbons in idle: 285 (reading) and 450(limit). the 4th one which was Carbon Monoxide % at idle was 4.80 with the limit being 5.00. On top of that I've been noticing my car during acceleration after idling will occasionally "stutter" like gas is spitting into the carb. I'm sure I have a problem with the car being at idle like something is not being burned away, but what? Any guesses?

On a side not I replaced the fuel filter and gave it a standard tune up before i took it.

Here are my exact readings

Hydrocarbons(HC) in PPM....... 150 450(standard) LOADED READING
285 400(standard) IDLE READING

Carbon Monoxide(CO) in %..... .27 3.75(standard) LOADED READING
4.80 5.00(standard) IDLE READING

High HC and CO means that the combustion process is not complete. Try advancing the initial timing; get things lit a little sooner might make the burn more complete. Obviously be aware of spark knock.
