HIGH rpms when in neutral

Carb is a Holley 5200.

Finally learning how to tune this carb, we installed new main jets and idle jets in it recently to eliminate flat spots we were having (slight hesitation when opening up the two barrel, running lean at high rpms). The new jets solved that, smooth acceleration throughout the entire rpm range. Now the problem we're left with is something we've been having trouble with since we've put on the carb.

When in neutral (especially after the engine has warmed up) the rpms are a significant amount higher than what they should be. When in gear, the car idles at 750-800 rpms (where it should be) but when in neutral it idles at ~ 1500 rpms. I've seen it as high as 1900 rpms. If I turn the adjustment screw down, I MAY get it as low as 1200, but by that time the engine idles too low in gear to even stay alive when putting it in drive.
