I cheated because I didn't have a new top carb gasket so I carefully coated both sides with permatex. Well upon reassembly, the little shake I had at idle is gone. I know the top half of the carb is warped and I filed it flat as best I could but still had a shake at idle. The permatex sealed it all up. I had a vacuum leak between the top and bottom halves. For those with poor idle check this out carefully. My 200 idles terrific now down to 500 rpm.
 
Hi, I didn't think a loose carb top will contribute to a vacuum leak. A loose throttle plate to body definitely will leak vacuum. I don't think permatex or any silicone is a good sealer to use around fuel. A good way to smooth flat surfaces is using emory cloth on a piece window glass. Good luck
