why do i have 4 psi instead of 7 psi

Ok i have a paxton supercharger gss on my 300. When i bought it it has the 6 rib serpentine pulley on it. And it was rebuilt to put out 7 psi. Now the old pulley was 4 3/4". I called up paradise wheels. Told them what i had. Needed a twin v belt pulley. When i got it. It measures 5". I put a bov on it. It on a other topic on this forum.well anyway took it out and gor on it. Check my boost gauge and it only showing 4 psi. So i tighten up the bov more.and the same results 4 psi. So my question to you guys. Would a quarter inch differents on the pulleys, make me lose 3 psi? Any help would be appreciated
 
Cap off the BOV and see what you get for boost.
What rpm are you checking for boost max boost?
 
Your problem is the pulley size. The bigger it gets the less it spins. Get one smaller than the original.
