I've been hammering on this thing and lubing it. I've released the wheel cylinder so it spins freely. It just won't come off!

Brake Drum inner flange can be simply age-stuck on axle end. Heat is your friend, 'could try heating the steel drum around axle hub to expand, lube, then try dislodging with something heavy and soft - I prefer @ 2' of 4X4 ...
