All Small Six 200ci only runs good when choke is open wide

I just bought this 1965 mustang, 200 inline 6. the guy I bought it from said it ran rough at cold start and then would run fine. Plugs were black so i figured too much fuel, i installed a guage and it was getting like 7.5 psi. I installed a regulator and got it down to the 4.5 recommended, runs better but still needs to have the choke open a good amount on cold start for it to idle good, no more black soot out the tail pipe but i can hear sputtering coming out the exhuast. Fuel mixture screw was set with guage to 20 inches of intake pressure. Id just like to know how to get it to start up without sputtering i dont want to keep fowling plugs. Thanks

Is the Vacuum Gauge Reading rock steady? If you did one what did your Compression Test Results show? Have you checked the Carbs Throttle Shaft for excessive Slop?
