Dead Gauges!!!!

I go to start the '61 and both gauges are dead. Temp and Fuel stuck to the left.
I buy a new "Constant Voltage Regulator" and still nothing!!!!!
Voltage to regulator 12v,
Volt out of reg and at gauges floating between 0 and 6+v, avg about 2-3v
Resistance of gauges 13ohms
Resistance of reg .7 ohms
Did I happen to get a defective "new" regulator???
Can I adj the regulator with the screw on the back????
Anything I'm over looking?????

Update
Test both gauges w/ 3v OK
Ground out Temp sending unit wire @ motor, gauge OK.
Ground out Fuel sending unit wire @ tank. NOTHING
Ground out Fuel sending unit @ gauge. OK
Fuel sending unit resistance to ground @ tank. 194ohms
Fuel sending unit resistance to ground @ gauge. Nothing
Both Temp and Fuel units are new( 1yr+)

Any Ideas?????
Bad temp sending unit and fuel sending unit or wire at the same time???

Check instrument panel grounds?

8) check the grounds at the gauge pod, and the wiring from the sending units to the gauges. the fuel sending unit sounds ok. i would replace the temp sending unit.

Update.... Ends up the fuel gauge wasn't working because of a bad ground at the tank. Ended up attaching a grounding wire from the sending unit to the frame.
Temp gauge was a loose/poor connection at the sending unit.
Live and learn.
