EMPI has been around a long time, yes. and they do have some good products & some bad. i used to be a distributor for empi and simple things like an air filter are no-brainers, it's just some gauze inside mesh. they took K&N filters to china and had them reverse engineered (just like everything else) and began mass producing them for pennies on the dollar.
the air filter in the first link is made to fit a stock VW carb that has no mounting flange on top and that just clamps around the top of the air horn. this *might* work on a stock carb if there is enough room above the float bowl for it to clamp around the opening of the carb.
the air filter you show in your second link is still the same shape but it's on a progressive (or synchronous) carb like weber (or empi who is now reproducing those carbs for about half the price of weber and the only difference is the stamped numbers on the body of the carb) and these carbs have bolts on the top that the base of the air filter bolts to then the clips on the sides sandwich the top and element to the base.
