Apparently there's two ways to do it:
Torque the bolts when the silicon is still wet.
OR
Make the bolts finger tight, let sit for two hours then torque to spec.
Permatex specifically states that no re-torque is necessary in the first method. It doesn't mention re-torque in the second method.
