HELP! This doesnt work

Installed fuel pressure regulator and guage and installed the glass bowl on the carb float chamber. I set the pressure to 3lbs. The float chamber filled up very fast and immediately overflowed out the vent tube into the throat choking the engine out.

It looked like the maybe the needle was not going all the way up to seat in the inlet, so I took it all apart again and installed an old original type needle that doent have the rubber tip. I adjusted the float down as far as it would go.

Started it again and it overflowed immediately. The float is completely submerged in gas. WHY isnt the needle stopping the gas ??????????

Whenever I set a needle and seat I install them and then blow through the inlet line. There should be no problem with flow. Next, while still blowing, turn the assembly upsided down. As soon as the float drops, flow should stop completely (the average human is capable of about 1/2 p.s.i.).

As other people mentioned, make sure the needle slides smoothly and does not catch on anything.

One more thing: make sure the gasket between the seat and the float bowl is sealing.

No more flooding. Its running now with the float set so the gas is half full in the float chamber. At idle speed the pressure is currently set to about 1.5 lbs. The old needle seals like it should when theres enough fuel. It seems to keep up okay just sitting in the driveway running high rpms to simulate highway driving.
In order to do this I had to disconnect the fuel line at the carb inlet and attach a long rubber hose with a crimped tube at the end with a small hole into a 5 gallon gas can while running all that gas out of the float chamber so I could set the regulator without flooding out again. Then just re-install the fuel line on the carb inlet and watch the gas in the float chamber. Made one final adjustment to the reg and it was okay !
