Oil in Cylinders and Valve Chambers

I had this 78 200 short block rebuilt about 3 or 4 years ago. 40 over bore and the crank only needed to be polished. I bought a used 78 head that looked fresh. About a month ago I had the exhaust done so I could start driving the car. But it smoked really bad. It was white smoke and smelled like oil. So I assumed the used head had bad valve guides. I pulled the head and there was lots of oil in the cylinders and in the head in the valve chambers. The intake side was wet oil and the exhaust was burnt oil powder. I decided to get the head redone and have it milled. Today the machine shop called and told me there was nothing wrong with the head. No cracks and the valve guides were perfect. Where can the oil be coming from? Could my rings have gone bad from sitting so long? I did do a compression check before I took the head off and I had 150 pounds plus or minus 1 pound in every cylinder. I am at 5,000 ft. elevation so I thought that was pretty good compression. Any suggestions or ideas are appreciated. I am very close to just dropping a V8 in the car.

New head gasket, did you have the shop deck the block at all..slim chance it could be not true.. make sure you have good valve Seals installed. I used to foul plugs like mad with my old head, put new seals on and i haven't burnt any oil between changes
