I found this site that sells a rebuild kit for the Carter RBS carb.

The kit fits the Mercruiser 1398-3089 / OMC 979719 engines. The kit part number is: GLM76082 Carburetor Kit, Mercruiser, OMC and cost's $21.95 plus shipping.

I got mine from Autozone for $14 part# 96-187B
I know mine came from a '72 Mustang with a 250 so punch that in at their site and match the tag from the carb to the OEM #s. The kit worked fine for mine.
