Repainting the fuel filter cap

Ok, last time I tried to remove the cap off my fuel pump, fuel went everywhere. Apparently having the car sit for a few days doesn't do anything.

Well I finally got the proper decal for the filter and I'd like to remove the cap in order to repaint it. I looked in the shop manual and that didn't help. Any suggestions?

disconnect the line from the tank, then start the car. Let run until it stalls. The filter bowl should be empty.

does your fairlane have the block mounted filter like my 62 did? or the pump mounted filter?
