Simple head question

I am having my 200 head milled at a different place than where the 3 angle work is going to be done. Should I have it milled befor the valve job or visa-versa? Also the exhaust ports are painted inside. Should I sand the paint off? It looks like they were polished, then painted over. It wouldn't take much I don't think, to get the paint off and polish then up again.

The paint is probably just a primer to keep it from rusting if the head was expected to sit around for awhile.

Personaly, I'd get the milling down first so there is little chance the milling will mess up the valves.
