sputtering gremlins

I'm having a problem with my car stumbling. I can't tell if it's a misfire or what. it gives a shake and pop, there are a few drops of black liquid from the tail pipe every time. I"ve got a new dizzy (stock), points, condenser, rotor, voltage regulator, alternator, and fuel pump. i'm completely lost at this point. it went to the shop 4 times and never got fixed.
 
Does this happen while fully warmed up or just when cold? At idle or cruising on the highway? While accelerating or when you let off the gas? What condition is your fuel tank? The first thing to do is make absolutely certain that the ground is well-connected. There is no such thing as too much ground. I mean take the battery cables off (both ends), clean them thoroughly, and get them tight. Also the engine to the frame and engine to the body needs the same treatment. If there are no ground straps there, get some. If the problem persists, try hot wiring the ignition to see if the trouble lies in the wiring or the ignition switch circuits.

I don't think its electrical.. Sounds more like a fuel realited thing.. or a vacuum leak..
Don't worry about the black water droplets.. Thats just condinsation (the water) and the black in it is most likely carbon build up in the exh. system combinding with the water..
Usualy a stumble is acelerator pump thing, (not getting a shot of gas when stepping on the pedal and in turn causeing a lean pop). I'd start with going throu the carb.. (rebuild).

lazyj, it happens at all rpms, but mostly lower in the range. while accelerating, the car stumbles. while cruising or maintaining speed, it feels like it flattens out, and the motor loses power for just a second, then kicks back in. the battery cables are new, and are very well grounded.

Last time I took it into the shop, they replaced the dizzy and voltage regulator. the car ran fine for about 200 miles, then strarted doing the same thing.

What about the condition of the tank? could this be something as simple as a clogged fuel filter?
