A turbo is not driven by heat differential.
It is flow dependant.
Sure it would be more efficient it it were mounted in the engine bay, after all, hot air takes up more room than cool air.
The exhaust housing on the turbo can be changed to suit the reduced flow, due to the heat loss, therefore reduction in exhaust flow.
