Took off the rocker arms, found a suprise underneath.

After removing the valve cover and the rocker arms, i found something strange on the posts that the rocker arms sit on (where the bolt screws in).

The black part is dimpled (recessed) into the post. See the hole on the left side of the bolt hole? Is that supposed to be there? Is it an oil hole?

For reference, this post is the one closest to the firewall. This is the only one that has it

Knowing that, does anything go between the rocker arm assembly and this post before i bolt it down, like a washer of some sort?

I thought i peeled some type of rubber washer out.. maybe not.
