I recently picked up a mitsubishi turbo model TEO4H seems in good condition ,is it big enough for a low rpm 1200-3000 ---300 six , the exhaust seems quite restrictive but I guess that's what makes it spin . Will it give 5-8 lbs at low rpms?

I already posted a reply to this in the 240-300 forum. Here it is:
This is the same turbo that was used on 1988-1993 Dodge 2.2L and 2.5L turbo motors. Most people agree that it was too small for those engines so it would way to small for a 4.9L motor. It is a much smaller unit than the Garrett T3 series even. A 300 would probably only rev to about 3000 RPM (that's just a rough guess) with the Mitsubishi turbo.

Two could work though. Twin TEO4H's would make a huge amount of boost down low, but might still run out of steam too early.

If you only want to spin it to 3000 RPM than, yes, it might work, but you would be producing way over 5-8 psi of boost. Unless you had a big watsegate it would probably be somewhere over 20 psi.
