Valve clearance adjustment tool

I installed my adjustable rocker arm aasy today. According to the shop manual, I need tool 6513-K to apply pressure to the push rod end of the rocker arm to slowly bleed down the valve lifter until the plunger is completely bottomed.

Anyone know where I can get this tool or of an alternative method to do the same?

I just used a rachet with a shallow socket on it using the adjustment bolt, It didn't take much pressure to bleed down and I used a piece of 3/16 = .187 steel stock to gage the clearance set it and your done.
The .187 is in the range of specs.
Once I figured this out, I set the lifters once and haven't touch them.
No noise at all. This worked great for the critical cam break in when the adjustment has to be wright the first time.
I even used the adjustment procedture so not to rotate the motor more than once. So you don't wipe off the cam lube.

I use the procedure Mike outlines, but I'm wondering if I need to bottom out the lifter to bleed it first.

This afternoon, when I attempted this process, I used Mike's procedure. Yet, after I adjusted all the pushrods, and turned the crank, I had some significant gaps again.

I'm wondering if my problem is one of the following:
1. I did not have it at TDC on Cylinder 1 (and cylinder 6 for second set)
2. Since this is a new build engine, and oil has not yet circulated through the engine, is there something related to the hydraulic lifters not yet being in their "lowest" position?
