Setting the valves on my 226

My shop manuel has the clearances but thats all it really tells you. What else do I need to know? Does the valve I am setting need to just have the steam against the tappet? Or does that piston need to be TDC or BDC or anythign wierd like that? While I am at it, when I pulled the side covers off to get to the valves that whole area in there is all gunked up with old nasty goop. I know when I clean this all that junk is going to end up in the oil pan. Anything spiecal about cleaning this area?
 
If your valve area is sludged up, then your oil pan probably is too. I think you should clean both. To adjust your valves you want the lifter on the heel of the cam (all the way down). You can have someone else turn the crankshaft and watch the lifter. It is pretty apparent when the valve is all the way down. I recommend setting the clearance at the high side of the specification.
