200CI - Building for Torque

This may have been asked before but what would do differently if you were building up a 200 for maximum low RPM torque rather than max HP?

The only way you can really up your torque production on any motor is to raise compression or increase displacement.

Under carb it, leave the stock cam in it, maybe a free-flowing exhaust. Oh, and mill the head or zero deck the block, or both.

8) moderate compression increase, cam with higher lift but close to stock duration and 112-114 degree lobe centers, and as little valve overlap as possible. advance the cam 2-4 degrees. also slightly shorter than stock rods.
 
Long runner intakes are always good for low end torque - so called cross-ram manifolds for early v8's were designed for rubber shredding.
