My plan is to use an adjustable efi regulator to get the fuel pressure down to 20 psi or so, and then step it down with a regular carb fuel pressure regulator after that.

Most guys that have problems with EFI pumps for their carbs try to step fuel pressure down all at one time through one regulator. I think by stepping it down in two stages it should help a lot.
 
I converted my 300 EFI to a carbed setup.

Summit part #MAA-4309 is what I used. It is the return style you will need and has proven problem free.
