250 water pump pulley diameter

I was at a car show today and someone commented that my waterpump pulley is too large (diameter 6.75 inches) and that it will spin too slowly. He said is should be a smaller diameter and spin more quicky, moving more fluid and more effectively cooling my engine.

My motor is 69 250 in my 63 Comet, no air and no P/S.

On the highwayit gets to 180-190 (180 T-stat).
But up hill, in August, on the way to Reno, 8000 foot summit, at 75 MPH, 85 degrees outside temp, the temp kicked up to 200-225 degrees, then below 220 the rest of the way once over the summit. In town the electric fan 14" works just fine. So I wonder if with a smaller diameter pulley it would run coooler on the highway.
 
I think those temps are fine. It'll always run hotter at higher altitudes, but the boiling point goes up too, so it's a wash.

Boiling point goes DOWN at altitudes and why would it run hotter at altitudes. getting to altitudes would make it run hotter but not once you get to altitude
