If you plan to work on your airbag system, exercise extreme caution. Personal injury may result if you accidently deploy an air bag. The airbag system is live all of the time - it is not switched on and off by the key. There are also backup power supplies.
Never attach a self-powered test light to any part of an airbag system. If you want to work on the system, acquire and review a manual that covers servicing of the system. Examples are the Air Bag System Diagnosis training manual from Ford..
Make sure your head is still attached. Don't muck around with an air bag..ever.

could it maybe something to do with the wiring as his crusie control does not work either but the radio controls work. he has changed the steering wheel and this did not help, which you would think if the airbag was faulty it would have worked?
well if ford have to fix it i guess that is what he will have to do.

Try, diconnecting the battery positive cable and leaving off for around a minute.
Cant hurt, may fix problem.
May not but worth a try.
You will have to reinstall the radio code afterwards.

An AU repair manual will tell you how to reset the airbag
On a EL there is a diagnosis plug in the fuse box to reset the airbag you simply bridge a wire from terminal M (airbag memory clear) to terminal B (earth)
You will hear five beeps after the beeps disconect the wire and turn the ignition off
