Balancer issue

Is this balancer f'd up?

I was just torquing it down to about 90lbs. and notice it had pulled in to the point it was touching.
But the if the rubber wasn't sticking out it'd be OK though, right?
 
The big thick washer under the crank snout bolt can only push the balancer flush with the crank end.
If unmachined portion of the balancer is touching timing cover seal there is a problem.
 
ummm I have been reading a '78 Ford shop manual.
It shows a spacer/washer that gets put on before the damper?
I couldn't find anything in my parts stash. Do you guys use them?
 
On some engines there is an oil slinger that is on the crank snout inside the timing cover. It prevents high pressure oil spray coming off #1 main hitting against the timing cover seal. It would not affect position of installed dampener.
There should be no washer around the crank snout that would be under the heavy washer that only has a hole big enough for the bolt. Only a washer behind it could shove the dampener in to far.
 


Got my new damper back from damperdoctors today, just in time for Christmas.
I have to say they do nice work, the rubber is nice and flush, they put a sleeve on it, and it looks like it was powdercoated.
Much better results than me attempting to do this kind of thing myself. :lol:
