C4 tranny problem

i completely rebuilt an engine and mated a c4 tranny to it. tried to turn it over and it was locked up so I yanked the tranny off and the engine turns over so the tranny must be locked up right? I can spin the smaller inner shaft with my hand but the outer gear doesnt budge am I supposed to be able to turn this by hand I have tried shifting it to make sure its in nuetral

Did you index the torque converter when you installed it? If it doesn't click in all 3 steps, it will stack the front pump on the trans and ruin it when you try and start it.
