The choke flap has to be open some, otherwise there is no air for combustion. Hence the use of the 1/8" drill bit to gauge the clearance. It seems that you have a severe air leak somewhere below the choke flap. When it pulls off, there is no intake/fuel vaporization/combustion.
You need to spray some WD40 around the base and all the hose inlets. The WD40 will plug whatever holes you have briefly and you can localize the problem. It may be as simple as a missing or very loose or cracked hose at some point. They do get old, brittle and broken.
Otherwise, get a good rebuild kit and go to town on that dog.
