Do it with the motor cold, to reduce risk.
Purchase a new filter element and clean with degreaser or similar, around the fuel pump area. Place a good absorbent towel or rag under the filter area, grasp the "shell" firmly with both hands and twist off. Often they corrode on tightly. Once you loosen it, the fuel will start trickling out; let this happen more slowly to avoid a mess.
Remove the shell completely and lift off the filter element. Place the new filter element in position. Dip your finger in clean motor oil and wipe a thin film onto the shell's threads and the sealing gasket. Tighten down by hand, to a firm amount.
Finish cleaning up, start the motor (it will take some cranking) and check for leaks after it has run a few minutes. Retighten if needed, to stop seepage.
