Yep, that's what it's called. Generally speaking, resurfacing either a head or block is taken to mean a light, cleaning cut. While milling or decking is generally taken to mean a more aggressive cut intended to remove larger amounts of material either to reduce deck height on a block (hence decking), or reduce combustion chamber volume on a head. 8)
Sometimes, resurfacing may turn into milling or decking due to the amount of material necessary to be removed to 'clean up' the surface, or as a result of mutliple visits to the machine shop over the years.
