1400 must be your 'normal' idle with that cam and stuff?
Thinking out loud here just in case it will inspire someone in the right direction:
Could there be end play in the dizzy shaft that is changing the air gap between the magnet ring and the pick up thing in the petronix? Still wouldnt explain why the brake would change it...
How did you do your throttle linkage/cable? Is it possible that there is some flex in the firewall or your cable mounting brackets when you push the brake pedal? But if you are already at 'base idle' on the carb slack in the linkage should not bother the speed...
