I just bought a 64 econoline, engine is not stock, it has a 68 falcon block and the head is from an 80 fairmont. I'd like to do begin performance upgrades, but I have some questions.
Looking underneath on the block one of the frost plugs appears to be patched and has a washer with a bolt in its location.

why would something like this be done? Is this something that can be fixed (replugged)? Is this potentially bad in the long run if I want to do performance upgrades?
There is a metal plated bolted to the side of the intake manifold

Is this a mod of some sort or just covering a stock mounting location?
Which brings up the carburetor, the throttle link is a rig of welded round stock pieces and literally connected with wrapped wire. At this point I was wondering if anyone can identify this carburetor?
