Stovebolt HW tuning

Got the new stovebolt carb installed on the xflow. It is a major upgrade already from the old 1V. I installed it without rejetting anything. I am working on the following issues:

There is a flat spot from about 30mph to 35mph.

Engine runs on and or sputters when I shut off.

Idle is right around 700 with the care in drive, choke open andblower and lights on but when I am in park it seems to rev at around 1100 rpms.
 
How many turns in, on the idle speed screw?
How many turns out on the idle mixture screw?

I would nail down the idle/off idle, area before considering anything else.

The plan is to get it to idle well at approximately 1 1/2 turns in on the speed screw and 1 1/2 to 2 turns out on the mixture screw.
