timing for 63 223

I am having trouble getting my 63 223 to run properly. Can anyone advise where my timing should be set. Currently it only runs properly greatly retarded. The vacuum advance is literally touching the block. I am checking for vacuum leaks etc and installing a new intake manifold. The carb has been rebuilt (autolite). The rotor is set at #1 cylinder and the pointer is at TDC.
Any additional comments etc would be appreciated.
