Torque Converter

With the mechanical efficiency of a torque converter in mind, is it better to have a low stall torque converter? Or is output torque/ input torque independent of the range of the converter? My guess is the best torque converter is the lowest stall you can live with, but I'm not a torque converter expert.

You are correct. A high stall speed torque converter is "looser" and slips more. It is less efficient and generates more heat than a low stall speed converter.

The high stall converter allows the engine to get up into a rpm range that the engine generates more torque at. But if the engine makes torque at low rpm, a lower stall speed converter should be used.
