Tweeking a Carter RBS carb

I find I understand how automotive parts work when I understand the purpose they serve. Thus The pump assembly on the center of the bowl on my carter RBS carb. What does it do? Also I am missing the upper pump spring. What does the upper spring do? Any Utube link may serve helpful. Thanks Denny
