What the hell is this?

So there's an add-on on my inline six, the guy I bought it from said that it's a smog filter, but I don't think so.
The belt has been disconnected, so it doesn't work, but I'm just wondering what the hell I'm dealing with. If I'm not using it, I'd rather throw it out. I've checked out tons of other inline six engines, but have never seen it on any other.

What I'm talking about is the thing above my ignition.

Indeed, it is a Californian car.
Is it complicated to take it off?
Should I take some things into consideration before doing such a thing?
Seems like there's some welding involved...

It's basically and air injector to help the carbons disperse. You can remove the whole thing, including the rail to the cylinders and plug the holes with brass plugs. You will have to re-tune the car since the air mix changes.

What's your location? You might have to reconnect it if you are in California.

I'm in Belgium, so I do not need it at all.
I shipped the car myself from California so I guess that's why no one had taken it off yet.

I guess I'm going to remove it since it adds unnecessary weight.
 
Well, they disabled it and that's enough. Just pull all that junk off and plug the holes. When you rebuild or tune, use the non-Cali specs. I don't think there was a smog feedback in the carb. Just the air injection to the exhaust.
