do clifford adaptors for the weber (progressive) carburetor position the carburetor correctly? i found a web page that talks about this if anyone would like to see it?

I don't know about the Clifford adapter, but Stovebolt's is far cheaper, and they ship right away. It's not the position that's a major problem, it's the direction of rotation. For a simple solution, check out the post on Holley Weber Jetting.
