Yes.

By obstructing some of the airflow, the air proportion is reduced in comparison to the fuel remaining similar in amount. Many choke mechanisms have an override whereby a large amount of air passing through the carb, draws the choke flap open against spring pressure. Drop down to idle speed and the choke is effective again.

my car runs really rough when choked, and smooths out once I "blip" the throttle. I'm wondering if I'm a bit rich to begin with, though the plugs don't suggest it . . .
