All Small Six Engine On Stand NOT TURNING !

Ok guys . I just got my engine back from the shop two weeks ago . Got a Harmonic Balancer on and …. I can’t not rotate the engine ! Was going too do a starter tork test and put pistons up on number one cyl and I cant not rotate it . It seems locked up ? Anybody know why ? Something I am missing ?
 
Were you able to rotate the crankshaft before the harmonic balancer was installed?
 
No . Engine had alot of dust , dirt , varnsh . Did not want too danage . It spent ten+ years on a stand .
 
New rope seal can make a fresh engine very hard to turn.
Missing cam sprocket spacer .
Oil slinger used with the JP roller chain, can jam.
Too long of one of the water pump bolts can push the cylinder into the piston jamming it, if you are rough with it.
Passenger front stud can jam the water pump impeller if turned down to far, it is not blind.
 
So I took off the bolt and washer and looked and the washer . It looked like it has the slightest concaved too it . So I turned the washer around and bolted it up and at the end of rotation it turned !!! Thanks Guys
 
It should rotate quite easily. If the oil pan is still off, dbl check that all the caps are installed on the corrects mains and rods and that they are facing the proper direction.
 
who put rings on pistons? Scrapin hard can prevent easy rotation
