Ford 223 rocker shaft oiling

I have been working on my ford 223 ford some time now and i went to prime the oil pump and i have no oil to the rocker shafts. all the tubes are clean and i pulled them out and i don even have oil coming out of the holes were the tubes go. now i do have oil going to the filter . the only thing i can figuer is that i installed the cam bearings wrong. any help would be great thanks so much mike.

Good thought on the cam bearings. The #3 cam bearing is the one that has to supply oil to the rocker shaft.
