So I chased down my miss got the advance working and it still ran like :nono: . I could see it was dumping raw fuel out the jet just off idle. I went ahead and carefully removed the float bowl (Tomco rebuilt Carter RBS on a 250). I adjusted the float to 9/16" like the spec says. I didn't really know it was the problem but there was a plug missing just over where the main jet screws in. So anyway I couldn't get it right so I had Orielly's order a replacement. Kudos to them no problem getting a warranty replacement. So I drop the replacement on and the fuel inlet is different, flare nut instead of 1/8" pipe. So I had to go back and swap the inlet. I had to adjust the float on carb #2 also thats when I realized what was wrong with carb#1 when I saw the plug in the hole I thought thats why carb #1 was so rich it was like having no jet at all just the big hole. Anyway carb #2 works great with no surprises. Don't think I ever bought a Tomco that worked right, right out of the box.
