How to tell if a stock cam is "good"

I now have 2 crossflow cams and would like to measure and find out if one is better then the other and can be used. How would someone go about measuring and telling if a cam is OK?

Also can a cam be "rebuilt" and re ground? If so why is this not done more often? Cost?
 
There are some specs by Jack Collins (MustangSix) has given some specs here. The test is that the sufracing must be present, and the lob rise must be in spec.

It is usally evident if there is a problem.
