is garret t2 too small

i dude is selling a turb kit with a garret t2, me mate says it will spool up too quick(about 1500rpm) and wont even reach to 4000rpm just wondering what you guys think get it or just forget about it. or should i get it and get a adaptor to fit a bigger turbo.

the turbo is off a pulsar if that helps

for a 250 it will spool at idle and run out of puff by 4000 at the most

2 of them now that wuld be entertaining
